PROGRAMA ERASMUS Y SUIZA, news

.......What are the implications on negotiations for participation of Switzerland in Erasmus+ following the referendum in Switzerland on the "mass immigration" initiative?
The EU has always made clear that there is a close link between Swiss association to Horizon 2020 and Erasmus+ and the Protocol extending free movement of persons to Croatia.
Both programmes are linked to the free movement of persons (exchange of researchers and students).
Switzerland has not signed the Protocol yet. Given the circumstances and in the absence of a clear political signal to do so, on-going negotiations have for the time being been put on hold.
........What was Switzerland's participation in education, training and youth programmes so far?
Switzerland has participated in the Lifelong Learning Programme (LLP) and the "Youth in Action" programme since 2011, with an overall financial contribution of around 50 million euros.
The Erasmus programme for mobility of students and teachers is one of the sub-programmes of LLP, and has financed an estimated average annual mobility of 2 900 Swiss students and 4 100 EU students, on a total annual average of around 250 000 students.
........What will happen to mobilites of the current academic year (2013/14)?
Current mobilities will not be affected, as they are funded under the previous LLP/YiA programmes.
.........Will Switzerland be able to participate in the new Erasmus+ Programme?
Both programmes have been replaced by the new Erasmus+ programme as of 1 January 2014.
If negotiations are not positively concluded, Switzerland will not participate on equal footing with Member States as initially envisaged.
Participation of Switzerland would then be essentially limited to cooperation activities, under the condition that the involvement of Swiss organisations demonstrates a clear added value for the Union.
.........Can Switzerland reapply for participation at a later stage, e.g. 2015?
The negotiations are suspended and can restart depending on broader developments in the overall EU-Switzerland relations.
